India to test missile defence

NEW DELHI: It's a no-brainer that with two long, unresolved borders with nuclear-armed China and Pakistan, India needs to develop an effective missile defence shield as soon as possible. The good news is that India is planning another test of its fledgling ballistic missile defence (BMD) system next month.

BMD systems, however, are incredibly complex. They have to detect, classify, track and then hit a fake mbt shoes fast-incoming hostile missile with interceptors or anti-missile missiles with virtual pinpoint accuracy, all within a matter of minutes. No one, after all, wants nukes to leak through the so-called shield. And if there are multiple enemy missiles, it becomes all the more formidable.

The US, of course, has spent billions of dollars on its missile defence systems like Patriot Advanced Capability-3, Aegis BMD-3 and THAAD (terminal high-altitude area defence) system, the last of which was tested as recently as Tuesday.

But DRDO remains upbeat about its seemingly unrealistic claim that Phase-I of its two-tier BMD system, designed to track and destroy hostile missiles both inside (endo) and outside (exo) the earth's atmosphere, will be "ready for deployment'' as early as 2012.

Phase-I is designed to intercept enemy missiles with a 2,000-km range, while Phase-II is meant to tackle 5,000-km range missiles, as reported by TOI earlier. While Phase-I interceptors fly at 4.5 Mach high-supersonic speeds, Phase-II ones will have hypersonic speeds of 6-7 Mach.

"The next test is going to be conducted in August during which we will try to intercept a missile at an altitude of 15-20 km,'' DRDO chief V K Saraswat told reporters here on Thursday.

This will be the fifth test of the Phase-I BMD system. The first three tests, in November 2006, December 2007 and March 2009, when the enemy missiles were `killed' at altitudes of 48-km, 15-km and 80-km respectively, were successful. But the fourth, on March 15 this year, had flopped.

BEIJING: India and China are discussing the plan to hold a joint military exercise, National Security Adviser Shiv Shankar Menon confirmed on Tuesday after two days of meetings with Chinese leaders including premier Wen Jiabao. I MIGHT be an Englishman but I was still shocked to see the way France self-destructed out here.

'There's never anything on TV," you hear people say more and more often. And this from people paying NIS 300 a month for cable or satellite subscriptions. We should've all listened when Bruce Springsteen predicted this, when he sang many years ago about "57 channels and nothing on." We knew Bruce was "the Boss," but a prophet, too?

A neat trick would be to "move" that YouTube and other Internet content - as well as programs you download with, for example, iTunes (more on that below) - directly on your TV. Can it be done? The simplest solution, but maybe not the best, is to connect a computer to your TV directly. Of course, you wouldn't use your office computer for this purpose, but if you have an old PC hanging around, all you need to do is connect your computer to your TV (either using a USB to HDMI cable, if your TV has high-def input, or with an RCA connector from your PC's video out to your computer's video in). QI've been told to grow tomato plants which have been grafted. Are they better? ATomatoes can be grafted on to a rootstock which is resistant to certain fungal root diseases and eelworm. You will have no problems - ordinary tomatoes can be planted easily in most grow bags.

IT WOULD have been worse than when Chelmsford planners ordered the tearing down of town's historic Corn Exchange.

Two events last week led me to muse on the links between the man who is now our Energy and Climate Change Secretary, Chris Huhne, and the extinction of the woolly mammoth. A team of scientists suggest in Nature Geoscience that the sudden extinction of the mammoths some 12,000 years ago, as the world emerged from the last ice age, may have had a dramatic effect on the Earth's climate. They argue that the emission by these giant herbivores of nine million tons a year of methane, a greenhouse gas 25 times more powerful than CO2, was so significant that their disappearance led to a sharp drop in global temperatures, and the world temporarily froze over again in the re- glaciation known as the Younger Dryas.

This is a theory so batty one scarcely knows whether to laugh or cry. If that comparatively tiny amount of methane was so powerful, how did the world manage to remain so cold during the million years of ice ages when eructating megafauna were abundant? Clearly those scientists were so carried away by the obsession with climate change that they hadn't the slightest idea what they were talking about. But even more is this true, it seems, of the man now in charge of Britain's energy policy.

Last week Mr Huhne was virtually the only politician in Europe imploring Brussels to stick to its latest proposal, that the EU should raise its target for cutting CO2 emissions in the next 10 years from 20 per cent to 30 per cent. As the EU faces its worst ever economic crisis, other countries, led by France and Germany, are horrified. They cannot imagine how they could afford even a 20 per cent cut.

But Britain already stands alone as the only country in the world committed by law - the 2008 Climate Change Act - to cutting its emissions in the next 40 years by a staggering 80 per cent, at a cost estimated by Mr Huhne's energy department at Pounds 18 billion every year until 2050. (The ministry claims that this would amount to Pounds 404 billion, but it can't do its sums properly: 40 times 18 is not 404 - the total is Pounds 734 billion.) The fact is that there is no one in the world, least of all Mr Huhne, who can explain how we could cut our emissions by four fifths without shutting down virtually all our existing economy.

What carries this even further into the higher realms of lunacy is that such a Quixotic gesture would do nothing to halt the world's fast-rising CO2 emissions, already up 40 per cent since 1990. This point is made very forcefully in a new book, Climate: The Great Delusion (Stacey International), by a much-respected French engineer, Christian Gerondeau.

As this convert from global warming orthodoxy to hardheaded scepticism explains, it is now more obvious than ever that the developing countries, led by India and China (the world's largest CO2 emitter), haven't the slightest Citizen Watch intention of cutting back their emissions. China plans to build a new coal-fired power station every week until 2030. Each year it now adds more to global CO2 emissions than the entire contribution made by Britain (which is responsible for less than 2 per cent of the world total).

Park is a safer place

I AM thrilled to read a letter from Frances Webber in the post recently stating she Replica Christian Dior Handbags now feels confident to walk in Filwood Park again.

It has taken over a year to get the park back to the high quality park the residents of Filwood deserve. There were many drug dens in the park this caused a lot of anti-social behaviour and made the park look terrible and run down. I have to say a big thank you to Pete Clark, Julian Cox and their team from Quadron for the fantastic work they have done to bring the park up to the high standard it now is. A new litter bin and dog Clip on charms waste bin have been installed. The dog warden team has given me some dog waste bags, so if you see me walking my dog, Kiska, in the park please ask me for some. All the drug dens have been removed and the areas landscaped. We have a regular litter pick there now. The PCSOs regularly patrol the park and all of this helps to keep it to this high standard. I hope many more residents now feel that they can enjoy this valuable local green space and I promise that the park will continue to get investment from the council to keep it this way.

THE defining moment of the 1989-90 season was one match: Bristol Rovers versus Bristol City at Twerton Park on the evening of May 2.
